That was a very confuzzling set of instructions my friend! All I do is draw a backround that I want and then copy it a lot and then just draw on top of it. Great flipbook though! Got serious skills man!

yes, it is a simple effect. make 3 layers. 1 for the background, 1 for the character, and one for the beam/kamehameha. Colour in the background black, the character white, and the beam whatever you want. make one frame or still, of the the character shooting, and copy it over and over, for however long you want it to be. then, select the move tool, and the character layer. move him up and down, for each frame. next, go to the beam layer, and draw thin lines around it, different for each frame. lol, takes a while, but the results are good.

awesome but i was wondering...how do u do that part where u switch the whit screen to the black and shook the guy around? cuz i tried it, but the whole black background moved too...
